    Lets not forget Androids main function is an OS for phones , this is where the money is for Google . And as they add features to make it easier for them and their apps to work together to track usages for revenue some features must bite the dust . If not the OS would become bloated and become unusable for lower end devices . Kit Kat is a good example being that it will run on devices with lower specs . The more device saturation the higher the revenues .

    Given that.... It's a surprise that it would have ever been implemented.
    I can't see any situation in which a phone would need that 'unadvertised feature'.

    It was most likely implemented before Google was sure about the path the OS was going to take . And probably a tool for earlier development into an OS that may or may not be competing for tablet or desktop use . With Jellybean they decided to make it one UI instead of the two for tablet or phone and started discouraging forking of the system . They are slowly and stealthily closing the door on the open source of the OS .
