FWIW, it can, sometimes.
I'd imagine that, if over 5k signatures were registered, they would take notice.
Remember, it's a global effect, not just the US, and, especially the European market bristles at these restrictions, especially on a device that had been 'open' previously.
Over on ThriveForums.org I've seen an incredible amount of outrage over the locked bootloader on the Excite 10, mostly from the Euro market.
Now, that's a product which has seen EOL, so there's no incentive to make ammends.
The N7 2013 is brand new with at least a year's worth of sales ahead of it.

I'm thinking that ASUS might be persuaded eventually as well, depending on their contract with Qualcomm.
